We have: o Worked for passage of the Brady Bill in 1993 and the gun providions of the 1994 Crime Bill, and helped draft the proposed pennsylvania Uniform Firearms Act. o Represented gun control advocates on the Pennsylvania House-Senate Select Committee to investigate criminal use of assault weapons and other firearms. o Backed the assault weapons bans in Philadelphia and Pittsburgh and defended against legal challenges from the gun lobby. o Promoted candidates who favor common-sense gun laws. Looking towards the future... PAHV will continue: o Working on the state and federal level to regulate the way guns are manufactured and sold, and to legislate responsible gun ownership. We support handgun licensing and registration, background checks, waiting periods, higher dealer fees and closer monitoring of gun sellers. o Educating the public through our newsletter and public discussions about the need for gun control to minimize the effects of violence. o Implementing the nation's first comprehensive gun violence prevention program, "Straight Talk About Risks," in schools throughout Pennsylvania. o Distributing a newsletter to inform our members about gun control legislation and the voting records of elected officials. [Textbook of Penetrating Trauma, Philadelphia.] Pennsylvanians Against Handgun Violence Ten-Point Plan for Legislative Action 1. Adopt a five-day waiting period with a mandatory background check (similar to the "Brady Bill"), with the expansion of the list of individuals prohibited from purchasing a weapon. 2. Establish a system of statewide licensing of gun dealers, setting minimum standars for the operation of these businesses. 3. Require that the sale of all firearms and ammunition (including private sales) be made only through a licensed gun dealer in order for background checks, weapons traces, etc. to be performed. 4. Establish a statewide licensing system for handgun and ammunition purchasers. Under this system, prospective handgun purchasers would apply for a license (similar to the system for obtaining a driver's license), be subject to a background check, and be required to demonstrate a minimum level of competency in safe handling of a firearm. 5. Enact a Child Accident Prevention law, similar to those eneacted in 13 other states, as well as a prohibition of juveniles under age 18 from possessing firearms (except under certain circumstances such as hunting and target shooting, and when acompanied by an adult). 6. Adopt a ban on the sale and possession of semi-automatic assault weapons. 7. Adopt a ban on "Saturday Night Specials," which are inexpensive, poorly made weapons with no sporting purpose. 8. Enact a provision making it a crime to alter a weapon or to possess a weapon with altered or obliterated identification marks. 9. Establish a state-funded violence prevention efforts, such as "STAR - Straight Talk About Risks," for use by schools and community groups. 10. Permit law enforcement authorities to seize weapons possessed by an individual who does not possess the appropriate license and/or permit to carry. Pennsylvanians Against Handgun Violence (PAHV) P.O.
