Typing errors are my own. ***********Beginning of Article******* Good evening, this is Gerald Upholt, Manager of Governmental Affairs for the California Rifle and Pistol Association with answers to some of the questions most frequently asked about state firearms laws. **** Q. Can a person purchase firearms through mail-order from either in state or out of state sources? A. Yes, but in both cases, the seller of the firearm must ship it to a firearms dealer licensed under California law for processing the transaction and for the state mandated 15 day waiting period. A person having only a Federal Firearms License (FFL) is not recognized as a dealer under California law and cannot lawfully conduct sales transactions. Since Federal law requires compliance with State law for transactions involving interstate shipments, the Federal license of an out of state person having only an FFL is not valid under Federal law for conducting firearms transactions involving shipment into California, unless the shipment is made to a dealer licensed under California law. **** Please tune in next week for another topic of interest to California owners of firearms.
