Sen. Mitchell has added the Moynihan ammunition tax to his proposal, and President Clinton has endorsed the Mitchell plan. Originally the ammo tax was stripped out of the bill in committee. But reports indicate that Sen. George Mitchell added the ammo tax to his own bill in order to gain Sen. Pat Moynihan's support. The proposal calls for a 10,000% tax on "expanding handgun ammunition." Page 1177 of the bill states: "ARTICLES TAXABLE AT 10,000 PERCENT.- 'Any jacketed, hollow point projectile which may be used in a handgun and the jacket of which is designed to produce, upon impact, sharp-tipped, barb like projections that extend beyond the diameter of the unfired projectile.'" This is so vague and arbitrary that virtually all soft lead ammunition could be taxed out of existence. Hunters may not be off the hook even though the tax supposedly applies only to "handgun" ammunition. Remember hunters and gun owners don't get to write the regulations that implement the legislation and give it teeth. Tell your hunting friends not to count on rifle ammunition staying exempt. In January of this year, BATF used the provisions of the 1985 NRA-endorsed Metzenbaum-Biaggi-HCI "armor-piercing bullet ban" to jump from handgun ammunition to rifle ammunition. How did BATF do this? By claiming that someone had made a handgun "commercially available" that could chamber the 7.62 x 39 mm rifle cartridge. All BATF needed was to claim that someone somewhere exhibited a prototype at a gun show or in a catalog as the basis for their determination. BATF gets to decide what "commercially available" means, not you. Applying this same procedure to rifle ammunition, BATF could effectively ban all sorts of common hunting ammunition by applying the "health care" tax to it. As the courts have said, "The power to tax is the power to destroy." Don't let Bill Clinton, George Mitchell and Pat Moynihan destroy your right with the power to tax. ARE LYING TO YOU ABOUT THE CRIME BILL! by Gun Owners of America (August 11, 1994) -- Sources on Capitol Hill have told GOA that the crime bill will go to a vote Thursday (8/11) or Friday (8/12). Judging by what some of you have told us, there are legislative offices that are lying to you in a serious way. They are claiming that ALL of law-enforcement supports this bill. THAT IS NOT TRUE! Call them back (202-225-3121) and tell them that the largest police and crime victims' organization in the country, the Law Enforcement Alliance of America (LEAA), opposes this bill. If they don't belive you, then give them the phone number to LEAA's headquarters and have the Congressional office call them and ask for themselves. LEAA's number is 703-847-2677. Also, the American Federation of Police opposes this bill; they have over 100,000 members. And the National Association of Chiefs of Police opposes the bill; they have over 11,000 members. The fact is, the rank and file police do not support this bill. Here are a few more approaches you can use to oppose the crime bill: * On Monday night, Rep. Newt Gingrich said that most Congressmen had still not seen a complete copy of the crime bill. In fact, Gingrich stated that some Congressmen have been promised they could rewrite part of the conference report if that's what it takes to get their support on the crime bill!!! DEMAND that your Congressman resist any effort to sacrifice our Constitutional rights for a sliver of pork. * Apparently, Rep. Jack Brooks was bought off. GOA delivered a piece of information to every Congressional office showing how the crime bill sends $10 million to Lamar University -- which coincidentally, is in Jack Brook's district. (No wonder Brooks is pushing the crime bill so hard!) Anyway, Gingrich took our information and is now running with it. On the House floor, Gingrich stated that the amount of the grant is nowhere listed in the "copy" of the crime bill that has been made available to the Republicans. (This so-called copy is extremely incomplete.) And yet, GOA was able to secure a press release from Lamar University thanking Congressman Brooks for the $10 million grant. What's going on here? How is it that the university knows about the amount, and yet our legislators in Congress can't find it in the bill! There are probably things in that bill which would shock you, and yet only a handful of Democrats are privy to that information. URGE your Congressman vote against the rule that would allow the crime bill to go the floor for a vote. Tell him that he should not consider a bill until everyone -- the public included -- has had a chance to study the bill. * Despite what some Congressmen are claiming, sources on Capitol Hill have told GOA that the House still does not have the votes to pass the crime bill. (Press reports say they are 5-12 votes short.) As a result, they have continued postponing the vote -- as already mentioned, it is now scheduled for Thursday or Friday. YOUR PHONE CALLS HAVE BEEN WORKING! The Associated Press (8/9) reported that while some Representatives were being persuaded to support the crime bill, "others in favor of it were being pulled back by gun control opponents [and] persuaded to vote against it." Keep up the pressure, and counter Clinton's efforts to buy-off legislators with pork.
