During the spring of 1989, Cleveland led Ohio cities in denying law abiding citizens their rightful access to firearms. They even won the lawsuit that was filed against them by Harry Arnold and others that live in Cleveland. Now they are at it again. In many instances throughout the country, the media has used the term "arsenal" or "cache of weapons" in their newscasts. Investigations by PRO through the BATF, BCI, several Senators and others found no definition of what an arsenal might be. Up until now, it was just a media term. Now, thanks to Mayor Michael White, of Cleveland, we have a definition of what an arsenal is. We also have a definition of what a "Saturday Night Special" is. After returning from this year's U.S. Conference of Mayors meeting, White directed that emergency legislation be drafted to ban "Saturday Night Specials", require a handgun license, to establish what an arsenal is and to provide for a permit to have an arsenal, require fingerprinting to own a handgun and/or an arsenal, to establish fees for fingerprinting and arsenal licenses and to set a two year limit on their expiration. This proposed ordinance also defines an assault weapon as "any semiautomatic action, center fire rifle or carbine that accepts a detachable magazine of twenty rounds or more"; "any semiautomatic shotgun with a magazine capacity of more than six rounds"; any semiautomatic handgun that is: a "modification" of a rifle, or a "modification" of an automatic firearm; or "originally designed" to accept a magazine with a capacity of more that twenty rounds. You should note that ALL detachable magazine semi-auto rifles "accept" a high capacity magazine. This ordinance would also ban "any firearm which may be restored to an operable assault weapon" as defined above. It also includes "any part, or combination of parts designed or intended to convert a firearm into an assault weapon", or any combination of parts from which an assault weapon "may be readily assembled if those parts are in the possession or under the control of the same person". Assault weapons do not include any of the following: "any firearm that uses .22 caliber rimfire ammunition with a detachable magazine with a capacity of 30 rounds or less"; or "any assault weapon which has been modified to either render it permanently inoperable or to permanently make it a device no longer defined as an assault weapon". "Person" as defined in the ordinance would include any individual, corporation, company, association, firm, partnership, club or society, including wholesale or retail gun dealers. "Saturday Night Special" means a handgun which has a die-cast, metal alloy frame or receiver which melts at a temperature of less that eight hundred degrees (800) Fahrenheit. Section 628.03 deals with unlawful conduct. Unlawful conduct is the selling, offer or display for sale, give, lend or transfer ownership of, acquire or possess any assault weapon or Saturday Night Special. As usual they exempt any officer, agent, or employee of Ohio or any other state or the United States, members of the armed forces of the United States or the organized militia of Ohio or any other state, and law enforcement officers to the extent that any such person is authorized to acquire or possess an assault weapon or Saturday Night Special and is acting within the scope of his duties. This ordinance will not apply to the transportation of firearms through the City of Cleveland in accordance with federal law. Section 628.04 addresses the seizure and destruction of assault weapons and Saturday Night Specials. It declares them contraband and orders them seized and disposed of in accordance with existing law. The penalty for unlawful possession of an assault weapon or Saturday Night Special is six months imprisonment and a fine of one thousand dollars. "No part of said sentence shall be reduced in any manner". General prohibitions of this ordinance are as follows: requires an engraved serial number on all handguns which are for sale, purchase, own, possess, transfer, give, deliver, receive or have on or about their person. This does not apply to those that present said firearm to the police so that they can inscribe thereon a serial number pursuant to law. "No person shall receive or possess any handgun unless such person has a handgun license issued to him and in effect, and a registration card for each such handgun, except to the extent that he is exempt pursuant to Section 674.06..." "No person shall have on or about his person or use any handgun unless such person has in his possession a handgun license issued to him and in effect, and a registration card for each handgun, except to the extent that he is exempt pursuant to Section 674.06 from such requirement." "No person shall deliver, transfer or furnish any handgun to any person unless the transferee exhibits at the time of transfer a handgun license valid on its face and issued to the transferee, and a registration card for each such handgun, except to the extent that he is exempt pursuant to Section 674.06 from such requirement." "No person shall own or possess more than twenty (20) firearms or more than one thousand (1,000) rounds of ammunition unless such person has an arsenal license issued pursuant to Section 674.052." "Application for a handgun license shall be made in writing and accompanied by a fifteen($15.00) dollar application fee. If it does not appear upon investigation that the applicant is prohibited by this section from being issued a license, the Chief of Police shall issue a handgun license to the applicant within not less than seven (7) days nor more that sixty (60) days from the date of application." "The handgun license shall expire two (2) years after the applicant's birthday next succeeding the date of issuance." Handgun licenses shall not be issued to: persons now or hereafter prohibited by RC 2923.13 from purchasing, owning, possessing, receiving, having on or about his person or using any firearm or ammunition; any person under twenty-one (21) years of age; any person convicted of an illegal use of possession of narcotics; a person with more than one conviction of being drunk and disorderly or driving a motor vehicle while intoxicated, either of which occurs within one (1) year prior to the date of application; any person with more that one conviction of a misdemeanor involving the use of force and violence, or the threat of force and violence against another within two (2) years prior to the application for such identification card; any person with one or more convictions of spousal abuse, or with one or more convictions of child abuse pursuant to these Codified Ordinances or the laws of this state, or any person who is subject to a temporary protection order, including but not limited to temporary protection orders in cases related to domestic relations and stalking, issued pursuant to these Codified Ordinances or the laws of this state. Section 674.05 covers the registration of handguns and the fee for an application. "Applications for a handgun registration card shall be made in writing by the person claiming to be the owner of the handgun to be registered at any office where handgun licenses may be issued pursuant to Section 674.04. Such application shall be accompanied by an application fee of one dollar ($1.00) for each handgun to be registered. Upon being satisfied that the applicant holds a valid handgun license and is not in that class of persons prohibited from holding the same, a registration card shall be issued within not less that three (3) days and not more that sixty (60) days from the date of application." "Any person who sells or otherwise transfers possession of a registered handgun shall, within five days of the date of transfer of possession thereof, surrender the registration card for such handgun with the name, address or social security number and handgun license number, if required by law, of the buyer endorsed thereon, to any office where handgun licenses are issued, and obtain a receipt therefor. The office receiving the same shall immediately cancel such registration card." Under Section 674.09 are provisions for Handgun Dealer's Records. They are required to record the place and date of the sale; the name, address, age and Social Security number of the purchaser; the number of the handgun license of the purchaser, if any, and the serial number of the registration card of each handgun, if any. Section 674.041 establishes fingerprinting and requirement of a background check and the applicable fee. It provides that the Chief of Police shall fingerprint and conduct a background check of every such applicant for either a handgun license or an arsenal license at a cost of $15.00. Section 674.052 defines what an arsenal is. "Any person who possesses more than twenty(20) firearms or more than one thousand(1,000) rounds of ammunition shall obtain an `arsenal license.' Application for such license shall be made to the Chief of Police in writing and shall be accompanied by a twenty ($20.00) dollar license fee." "The arsenal license shall expire two (2) years after the applicants birthday next exceeding the date of issuance." Section 4 reads: "That this ordinance is hereby declared to be an emergency measure and, provided it receives the affirmative vote of two-thirds of all the members elected to council, it shall take effect and be in force immediately upon its passage and approval by the Mayor; otherwise it shall take effect and be in force from and after the earliest period allowed by law." This ordinance was referred to directors of safety, finance, law; committees on public safety, legislation, finance and was introduced on January 10, 1994, and is entitled Ordinance 52-94. It would seem as if the residents of Cleveland, and any other community, that passes this type of legislation should just go down to their local tattoo parlor and have their numbers tattooed onto their foreheads. If you have them put it on your forearm, you would have to keep taking off you coat and rolling up your sleeve all the time. So lets save the police, socialists and commies some time and trouble, and have your numbers on your forehead where all can readily see them. This is what all good law abiding citizens should do in order to protect "society" from themselves. Another brief comment concerning this onerous legislation is in regards to TPO's. Temporary Protection Orders are a tool of lawyers in divorce cases. They are used to help their client gain concessions from the other side. Even though many are legitimate TPOs, there is a serious case for misuse in this legislation. If one is filed against you, you will have to forfeit your handgun license, your arsenal permit and turn all firearms and ammunition into the police department. This has nothing to do with whether the TPO is justified or not. Just that one has been filed against you. These firearms and ammunition will be "confiscated and disposed of by the Division of Police..." We warned you that once those thieves on the Supreme Court of Ohio who stole your Right to Keep and Bear Arms as guaranteed by the Ohio Constitution under the guise that firearms which "reasonably" relate to public safety could be banned, that it would soon be open season on guns in Cleveland. It is. But it's OK. The Ohio Supreme Court said they just couldn't ban "all" firearms, now Cleveland gun-grabbers get to see just how close they can come to "all" before they get into trouble. Never forget those worthless lawyers on the Ohio Court who subverted the highest law of this state and that they are all elected! We will continue to remind you as their election draws near. CLINTON WANTS THE NAMES AND ADDRESSES OF ALL GUN OWNERS... In a diabolically clever ploy, the White House is making a direct run at the names and addresses of all gun owners. Many moons ago, PRO quoted some pro-gunner speaking on gun owner registration who said something to the effect that you should not worry about fighting gun registration because your guns are already registered, it's just that the government has not yet collected the forms! Now the Clinton administration is trying to collect the forms. New World Order "boy" and treasury secretary, Lloyd Bentsen is asking Congress to raise the price of an FFL from $10 a year to $600 a year. While everyone agrees that fees used to be a little on the low side, nobody thinks the gun problem is coming from licensed dealers whether they operate from their kitchen or no. Hey, years ago I bought a gun in Davis' kitchen and now they own a huge store. This is not crime, this is the American dream! Never mind that the "Brady" bill just increased fees from $10 a year to $90 for 3 years for renewals and $200 for 3 years for new applicants. You will notice that NONE of the media are mentioning this recent increase. They just keep harping on how $10 a year is "ridiculous". "Brady" isn't even law yet and these elitists are already back to the well for more! Why? It has to do with just one thing. More than anything else elitist gun-grabbers want the name and address of each and every gun owner. EVERYTHING they do has been directed toward that goal. Look at "Brady". It isn't about "background checks" because there aren't any in the bill. It isn't about "waiting periods" because the bill allows instant check systems. The "Brady" bill is all about giving the names and addresses of gun buyers to police (the government). Look at the Feinstein amendment. It isn't about crime. Military style firearms and even all long guns for that matter are almost never used in crime. It's about requiring the owners of as many long guns as possible (as determined by a list of "bad" features) to be required to generate a paper trial that can be picked up by the government. Now Secretary Bentsen, has come up with a scheme to really further the agenda. This member of the "Bilderberg" internationalist group and a "former" Council on Foreign Relations member has estimated that by raising FFL license fees to $600 per year 80% of FFL holders will go out of business. So what? The WHAT, that none of the pro-gun groups seem to have the nerve to talk about, is that current law requires all 4473 forms (yellow sheets) to be turned in to the government when a dealer goes out of business! THE BENTSEN PLAN REGISTERS ALL GUN OWNERS WHO HAVE PURCHASED FIREARMS FROM 80% OF THE DEALERS IN THIS COUNTRY!!! But Bentsen the former anti-gun senator from Texas (of all places!) has a long history of gun-grabbing. As a senator he gave Texas the "honor" of being the deciding vote on the old DiConcini "assault weapon" ban that passed the senate in 1990. And then liar Bentsen just gave the old Handgun Control Inc. line about these being the "weapons of choice" for criminals. Moreover, you can be sure that Bentsen won't stop at 80% either. Part of his plan which he is pressing hard to Congress is to make FFL paperwork violations a felony! Notice how government priorities are arranged. White collar criminals (many with close relationships to those in high office) take the savings and loans for something like 80 billion dollars and maybe a couple of them got a slap on the wrist for "paperwork" crime. But make a mistake in filling out an FFL form and you are talking MAJOR crime here. There can be no doubt getting your name and address is of the highest priority. Even the dumbest of us red-necks can figure out their plan. First, you get the name and address of every gun owner. Second, you make gun ownership illegal. Third, you go and gather up the guns. And Fourth, you run the country as you please, because now nobody can stop you! While gun-grabbers in Washington D.C. are going for broke, the message of "Florio-Free in 93" was not lost here on the home front either. It was no surprise that both parties put the fight against crime on the front burner. BUT, in a major surprise move, both Republicans (through Governor Voinovich's State of the State message) and Democrats (through a Democrat response by Lee Fisher) produced crime plans with almost no anti-gun proposals. No registration of honest gun owners. No ban on semi-auto firearms as "assault weapons." In fact, many of the proposals could be down right beneficial to gun owners. The Republican plan which called for an "instant check" system to be in place by Jan 1 next year has the potential for a nice end run around "Brady." The proposal bears close scrutiny, but the Governor was making noises like he supports the drivers license "felon-only" check. Making Representative Malone's (D-94) "Police Officer's Protection Act" the cornerstone of the Ohio instant check system would indeed be a nice Republican-Democrat compromise. Also included in the Republican proposal was the use of "digitized" driver's licenses to "eliminate fraud" and (we presume) to make it more compatible with the national ID computers that use digitized photos in their files. This also fits in nicely with the Malone plan. The "instant check" proposal has promise but bears close watching as time goes on to make sure it proceeds in the "felon only" direction. The Republican plan also calls for $1 million dollars to buy metal detectors for schools, making it illegal for juveniles to possess a handgun, and establishing a "Task Force on Gun Violence." Since it is already illegal to sell anyone under 21 a handgun, we support measures designed to disarm juvenile gang members. However, we do not want to see measures that make no allowance for hunting and target shooting with parental permission. We don't want to see Boy Scout safety classes legislated out of existence and we don't want to see basically good kids who make a mistake in judgement by carrying dad's gun to school being treated like they were Crips and Bloods. A kid like that certainly needs a lesson, but he doesn't need his life ruined forever by a bunch of school bureaucrats hiding behind this law. While PRO might support metal detectors for "problem" schools, we seriously doubt that Ohio has enough violent events in schools to warrant a million dollars in metal detectors. This sounds an awful lot to us like a program designed to "educate" children in the joys of a police state by parading them daily through the detectors whether they need it or not. Unlike the pile of "weapons" taken from kids and shown by the local media which included such fearsome death-dealing items as Boy Scout knives and shop tools, the small pile of "real" knives and guns on the table in front of the Governor taken from kids at schools tends to support our thesis that "problem" schools are few. The Ohio Task Force I am sure you understand is just a "feel-good" measure, but it also bears close watching. Typically, these groups are dominated by gun-grabbers and produce outrageous anti-gun proposals which the Governor can then turn over to the legislature for action with the "out" that they weren't HIS ideas. While the Task Force itself may be out of reach, PRO warns all elected officials who think that they can hide behind this ploy, that they will not. The Democrat Plan is in many ways more anti-crime than the Republican one. They propose to find money for 5000 more police officers at the community level. They want to mandate life sentences for three-time violent offenders. They want to use welfare records to track fugitives. They want to give parole officers arrest powers. They want to automate pharmacy prescriptions to detect illegal buys. No arguments in any of this. But they also propose a couple of things that sound good but also bear a close watching. One thing the Democrats propose is to try 15, 16, and 17 year-old repeat offenders and those who "use" guns as adults. This is certainly needed to deal with serious violent youth crime, but the question in our minds is exactly what is the definition "using" guns. Again, are we going to take the kid who mistakenly brings a gun into a "drug-free, weapon-free" area while hunting and try him as an adult. We don't think so. Lastly the Dems propose to "update" Ohio's wiretap law, whatever that means. We strongly suspect it is trouble. It could mean personal loss of privacy or going after pro-gun computer bulletin boards. We want to know just what they mean by this. In any event, since both the Governor and Attorney General Lee Fisher are up for re-election, the relative lack of anti-gun measures in these plans means you can be sure that our message is getting through. GOODBYE BUCK... Just when you thought it was safe to live in Columbus, zap! He's Baaack! I refer, of course, to our old "pal" Buck Rinehart. I was flipping around the channels and happened upon the Channel 6 December 30, news. There big as life was the little f hrer standing on his toes to appear taller, going on and on about guns. Oh sure, Buck says he is pro-gun. Buck says he was in the marines. Buck says he owns guns. But Buck says it's time for a "new" old idea. We should just do it like Wyatt Earp in the Old West he proclaimed. Sure you have your Second Amendment Rights. Sure you can keep and bear arms, but Buck says those Rights should just stop at the city limits. If you want to come into town, turn in your guns to the marshall first. If you own guns and want to keep them then Bucky says you should just leave his town. He says anyone caught with a gun in their "possession" should just go to jail. Since Buckaroo, the strutting bantam rooster, has already admitted to being a gun owner and this is his idea, then let's have him set the example FIRST for all the rest of us! That's right Buck, we are talking jail or leave town. Or maybe you would like to demonstrate the advantages of being a helpless victim by getting rid of your guns first and defending yourself and your family from irate channel 6 viewers with just your quick "wit" and sharp tongue! That ought to make him safe ... NOT. We should all be safe once Columbus becomes just like the Old West where the Earp brothers enforced the law by using a shotgun first and asking questions later (unless they shot a member of a non-majority race, then typically no questions were ever asked.) That's right, for the first time our former mayor can finally perform a real public service by applying his new gun control idea to himself. A recent poll by The Other Paper asked the question, "Who should go away again?" The public responded with Earle (Bruce) 23% and Buck 77%. PRO says, "Hey Buck! Channel 6 (WSYX) in Columbus has our former mayor, Buck Rinehart, giving a "Buck on your side" commentary twice a day. Once at 6 pm and once at 11 pm. There may be some that are not aware of the fact that Buck was the one that instigated then appointed council member John Kennedy, to implement Columbus' restrictive gun legislation. The same gun legislation that has led to several years of murder records in our fair city and done nothing to halt the violence and killing done by the scumbags of our community. On a recent program, Buck asked that all citizens voluntarily turn all their firearms into the proper authorities. Before you get upset, he said that he was a Captain in the Marines and would also turn in his firearms. So that the street would be safer for the citizens of Columbus. FEB. 23, 1945... Forty-nine years ago this month, after four days of heroic fighting between American Marines and the Japanese, the American flag was raised over Iwo Jima. On Feb. 23, 1945, five marines and a navy man planted the flag atop Mount Suribachi. The editors of the PROponent wish to dedicate this issue to the memory of those six men, especially John Bradley. Bradley, a pharmacist mate second class, just "jumped in and gave them a hand", he said in an interview in 1985. Bradley died Jan. 12, 1994. Three other flag raisers died in battle. As we pointed out in the last issue, gun grabbers are scared after the message of the last election and the narrow passage of the "Brady" bill. They know that they have just nine short months to pass whatever extreme measures they can before irate gun owners and taxpayers change the make up of the House and they lose the votes to pass them. They also understand that for 2 years after that they need to go into a holding pattern before this kind of "friendly" administration is gone for good. The result is they have pulled out all the stops and are going for broke. Trying to capitalize on the so-called "momentum" of the "Brady" bill, word has gone out to the propaganda press to apply maximum pressure on the gun control issue. Lies and false polls abound. Distorted statistics and misleading headlines are the order of the day. If you doubt that, just take a peer at the December 29, 1993 issue of USA Today. The front page features a full- color gun-grabber logo nearly one foot high! (For new members, the gun-grabber logo which appears to have been invented many years ago by the anti-gun US Conference of Mayors is a revolver in a hand pointed directly at the reader.) "Homicide records set in 22 cities" the headline screamed. What they don't say is that recent statistics are showing violent crime going down in most major cities (including Columbus). So while homicide has actually declined in Washington D.C., that city makes the USA Today's list of "records" not because they had more murders, they didn't, but rather because D.C. "had three people killed in a 35-minute span - a capital first." Other cities with murder "records" include such big-time crime centers as Brocton, Mass. and Raleigh NC. Do you understand this trick? By simple statistical variation some cites somewhere in the country are bound to set records every year. But wait, USA Today didn't stop at the front page. The entire issue was filled with anti-gun propaganda demanding registration for all guns. Even the sports page had an anti-gun article. The business section had a gun-grabber logo and article describing the unbridled fear businesses have of "guns" as well as an implication that some companies are making vast amounts of "blood money" by manufacturing these instruments of death. The interesting thing is that their own chart on handguns in homicides actually shows that handgun homicides tend to follow the rate for all homicides in spite of their stressing a small increase from slightly under half to slightly over half of all murders being committed with handguns. The real news, that was covered up, is that all homicides have been slowly increasing and the problem is criminals and violence. The increase in handgun murders is just a reflection of the general homicide problem. But the USA Today assault on firearm ownership doesn't stop with just one newspaper. The December 30, 1993 issue which stays on the stands over the weekend trumpets the headline: "Gun Owners Back Controls." This "poll" claims that more than 59% of gun owners favor one gun a month purchase limits, favor a ban on cheap handguns and "assault guns" and favor mandatory safety courses. They say a whopping 79% of gun owners back the "Brady" bill. But here is the handwriting on the wall: Their poll says 82% of gun owners and 89% of the general population favor mandatory gun safety classes. Now PRO favors gun safety education, but the trick about to be sprung on unsuspecting gun owners which will be backed by massive public support is mandatory safety education. This is little more than backdoor gun owner registration. The list of safety class attendees is a list of gun owners. No? Have you figured out yet that what they really want is your name and address? Think about this, for what other Right would mandatory education be allowed. Would journalists accept mandatory indoctrination classes before they are allowed to work for a paper? Would they go for government registration of all reporters? Should we require classes on how not to incite a riot before we allow anyone to speak out in this country? Do you see what I mean? However, there is a very interesting fact contained in the USA Today poll. Even this anti-gun biased poll says that only 39% of the general population favors a total ban on handguns. Wait! Didn't we just hear all the media crowing about the Harris poll that "shows for the first time a majority of Americans favor a total handgun ban?" We did. The December 20, The Gun Owners newsletter gives a great lesson on how to take a fake poll. They use the Harris poll as their example. There are many tricks used by pollsters and one of those used by Lou Harris (a former Democratic pollster) is "the setup". The setup is to precede the key question with a bunch of other questions designed to set the "tone" of the poll. For example if you preceded the handgun ban question with question relating to how police can't and aren't required to protect you there would be a much different response than to those in the Harris poll which emphasized illegal use. And there is still more. The media implied that the question was "do you favor a total ban on handguns." That was a lie. The real question was "Do you favor or oppose a federal law which would ban the possession of handguns, except those given permission by a court of law?" With this loophole and the previous "setup" the average Joe is often likely to conclude that they are asking if he favors the banning of handgun ownership by felons! This is so clever even PRO members could be fooled. The Luntz-Weber poll released a week after the Harris poll found only 21% of respondents favored a total ban on handguns. This poll had accurate phrasing and no "setup". I often wonder how these media types who earn their living using their skills with words to twist the truth can wake up and look themselves in the eye each morning in the mirror. Apparently that steady paycheck supersedes all conscience. ANIMALS BE DAMNED ... While Ingrid NewKirk, founder of People for the Ethical Treatment of Animals (PETA) and other animal "rights" leaders were running around London, England naked to protest the wearing of fur and the "exploitation" of animals, recent figures for the 1994 apportionment of excise taxes paid by American hunters, shooters, boaters and anglers gives a true picture of exactly who are furry critter "huggers" and who are just empty loudmouth windbags. Figures were announced by Interior Secretary Bruce Babbitt giving the apportionment of the 268.6 million dollars collected from taxes on guns ammunition and other sporting supplies. Of this 139 million dollars will return to the states for their own programs. Ohio will receive $2,517,750 for wildlife restoration and $820,500 for hunter education in 1994. This makes for a total of $3,338,250 coming from our side to help animals just here in Ohio. Will Ingrid Newkirk please tell us how much money her side has given to help animals flourish? Since the passage the Wildlife Restoration Act in 1937 and the Sport Fish Restoration Act in 1950, Sports men and women have raised more than 2.4 BILLION DOLLARS. Clearly they are the ones giving animals a "hug". As we have explained many times, animals do not have "rights", they have protection. If you take time to understand the food chain and how life works on earth, you can see that it is not only the duty of higher life forms to preserve and protect the lower, it is a necessity. If you eat all your seed corn, soon you starve. If you allow plants and animals to run amok and destroy themselves through overpopulation and disease, not only do they die out, but also you starve. Unfortunately for the "nice" picture in the minds of animal "rights" activists, lower life forms often must be regulated by killing some of them to keep the species from getting out of hand. Weeds are sprayed. Carrots are pulled kicking and screaming from the ground and wild animals are harvested. It is a system that has worked for millions and millions of years. And lest you think these principles stop at the level of man, let me remind you of what happened to Sodom and Gomorrah and places like them. We have long believed that there is a strong connection between the gun-grabbers and the animal "rights" groups and that neither cares in the least about the preservation and restoration of wildlife in this country. Proof of this position is clearly visible in the speech of Jim Brady at the signing of the "Brady" bill. He pointed out that, "Currently, there is a 10% surtax on the first sale of a handgun, from the manufacturer or importer to a wholesaler or dealer, and an 11% surtax on long guns and ammunition. The proceeds from this tax are currently disbursed to state fish and game departments through the Pittman-Robertson Program." But then Jim Brady proposed the following: "The 10% federal tax on handguns would be increased to 30% and the tax on handgun ammunition would be increased from 11% to 50%. All the proceeds from the handgun/ammo tax would fund law enforcement programs to prevent gun violence, and/or health care programs to treat the victims of gun violence." (emphasis ours) In other words, Jim Brady says forget about wildlife if it will just take a few guns from hunters. Jim Brady says lets take money from gun owners and use it for police programs to harass those same owners. Jim Brady says let's forget ecology and obstruct justice by destroying the evidence of crimes through gun "buy back" programs. Jim Brady says lets have hunters pay for this obstruction. So in effect Jim is saying let's make crime pay a little bit more. He wants programs that allow a scumbag to stick up a 7-11 and then turn in the gun he stole to do the job and get 50 extra bucks as well as have the government destroy the evidence that gives mandatory prison time for use of a gun in a crime. And where does the extra money come from to make a life of crime a little safer and pay just a little bit more? Why from hunters and shooters, of course. And the wildlife, well, it can just be damned. ONE CAR AT A TIME ... PRO has noticed that one of the favorite expressions among "alternative" journalists has become that gun owners have an IQ about equal to the caliber of their firearms. On the other hand this writer, who can speak with some authority having once occupied an office in close proximity to the OSU School of Journalism, has noted that the IQ of these "alternative" left-wing hold-overs from hippie days often tends to be closer to the number of the lead in their pencils than the caliber of our guns. [By the way, you should note I shoot a "308"!] But PRO is always equal to the challenge even when it comes to a contest of who can promote the dumbest idea. The media seems to be quite taken with the recent rash of gun "turn-in" programs. You have probably seen reports on TV cooing about how wonderful it is that kids are turning in $35 Ravens (probably stolen in the first place) to get $100 worth of toys or two rock concert tickets worth $40 each. One more gun "off the streets". You knew that sooner or later the push would come for the government to fund these programs and now it has come. Representative Schumer is now calling for "tax breaks" to companies that donate goods to gun turn-in programs. Think about this. What is a "tax break." It is nothing more than a delayed cash payment from the government to these gun programs. Nothing more than YOUR money being used to obstruct justice and destroy evidence of crime. But PRO has noticed that the biggest problem "on the streets" is not guns, but cars. Violence by cars is by far the biggest problem in this country today. Cars are the leading cause of accidental death. Even cars legally owned by law abiding citizens pollute the air and destroy the ozone layer. There are simply too many cars on the streets today. People say they have a right to their transportation, but try telling that to the mothers of children struck down by cars before they have even had a chance to live their lives. Try telling the family of OSU football player Jayson Gwinn that cars don't kill. So PRO is not just going to stand by and let these people die. PRO is going to do something ... anything, no matter how far fetched, that "might" take one more car off the street. PRO is going to ask the city to start a car turn-in program. We will give two free tickets to our gun shows to anyone who turns in a car. We want tax breaks to any junkyard taking cars "no questions asked." For example, say you stole a car and went for joy ride and just happened to run down a grandmother (because you were high on drugs and didn't see her) and were wondering how to get rid of the evidence. No problem. Just turn in that vehicle with the blood stained grill and fenders and city officials will not only mash all the evidence no questions asked, but will give you two free gun show tickets as well. Now this is something that will really get hit and run drivers "off the street." You may say that there are too many cars out there for this program to make a difference, but PRO doesn't care. We say we will take these cars off the street "one car at a time." ... No wait! I'm sorry, but we just can't go through with this. It's just too stupid and we can't stand it. PRO throws in the towel. We quit. We admit that gun-grabbing journalists are indeed able to promote far dumber ideas than we can. DEATH CLOCK... Last January 20 morning I was channel surfing and happened upon the biggest insult to the intelligence of women on the tube. I refer, of course, to Phil Donahue strutting around with his microphone and massive ego spewing lies and garbage obviously designed to impress unthinking housewives and anyone else who happened to be free to watch television mornings. This entire show was the biggest full scale "infomercial" for gun control, the "vegomatic" of an all-powerful government, that I have ever seen. It was in every way the television equivalent of the recent USA Today blitz, save one. USA Today included about one half page of pro-gun rebuttal. Donahue allowed none. How bad was it? It was so bad that guest gun-grabber Jesse Jackson sounded positively pro-gun in comparison to Donahue and the other guests. All the elements were there: Twisted statistics, like comparing the total number of murders in various countries rather than the murder rate (deaths per so many of the population). Donahue even had special background music and put his voice through an echo chamber while reading the fake statistics to make them "more dramatic." (I'm sure anything Donahue could do to make him sound more like the "voice of God" would be something he would love.) He had a table full of nasty looking "assault weapons" to engender fear. Innocent victims of "guns" were there to provide examples of how any one of us could be shot on the street at any time. Black NYC ghetto mothers who lost many "good" kids to "guns" tugged at our hearts (never mind that guns are totally banned in New York City). And the center piece of the show was when strutting Donahue went "live" to the new "death clock" that has been installed "in" Times Square. This 3 story sign recently erected near Times Square that has become the "darling" of the media immediately raises serious doubts in the mind of any informed and thinking person. (So far none such seems to exist in the major media.) This bogus "clock" has two incrementing numbers. The top line purports to show the number of "Guns in America" and the next line purports to indicate "Gun killings in 1994." The center of the sign contains a scoreboard style graphics area where messages are displayed like people marching (presumably, off to face their maker) or the word "BANG!". Cute. First of all, there is no human living or dead who knows the exact number of guns in America. While you can estimate that a certain number of firearms are being manufactured and imported, no one can be sure that the "Guns in America" number is getting larger. Guns are mechanical devices. They wear out. They get thrown away. So where is the subtracted figure? Who even knows what any of these numbers are? Secondly, every pro-gunner who quotes real homicide and accident statistics in debates knows that data on such "gun deaths" always lags a couple of years behind. There is absolutely NO way the sign's owners can get current data on "Gun killings in 1994". Their claim that data is being obtained from the FBI or other federal statistics is clearly a lie. Moreover the sign says "killings" making the public think it refers to murders. However, since the number of "killings" is already more than 1700 without January being over yet, this number MUST be including suicides. Clearly, all this bogus sign is doing is taking some made-up estimates for 1994 and dividing it into minutes to provide "dramatic" updates for the "clock." But wait. It gets still better. Financier Robert E. Brennan who forked over $1 million dollars for the sign to draw attention to "the ugly story of gun deaths in America" also has his own family gun story to tell. Phil Donahue, loudly pointed out that Brennan's 23-year-old brother was "killed with by a gun" which Brennan called "a tragic senseless homicide with a handgun." Donahue did not bother to mention that Brennan's brother, Kevin, was shot in 1969 by a deputy sheriff after a highway chase. The officer was not indicted in the shooting. After thinking about the shooting of his brother for twenty five years, Brennan becomes so upset that he spends a million dollars to erect a sign? Do you believe that for a minute? I don't. And anyway, have you ever seen any modern "gun control" legislation attempting to disarm police? Au contraire. Every law I see proposed carefully exempts police and government agents from "control." Brennan has set up the Dehere Foundation (named after his 2-year-old race horse and doubtless tax-free) to fund the sign. He plans to donate all winnings from the horse to the foundation. What can I say but, "break a leg!" Similar bogus signs are planned for other cities. If you ever doubted that the other side has all the money, this proves it. If our side wants a million dollars, it's a major mail campaign with a few dollars coming from each pro-gunner. If the gun-grabbbers need a million dollars, it's a quick phone call to Wall Street and "BANG!" there it is. ____________________________________________________________ DUES ARE DUE! While in the past the relatively left-wing American Civil Liberties Union (ACLU) has been at odds with the more right-wing Second Amendment groups, over the years we have been reporting a slow shift of the ACLU toward the admission that the Bill of Rights contains a Second Amendment. The founding fathers never meant that everyone in this country should be in total agreement. They were not in total agreement. No matter how each of us may feel individually about abortion or other "hot button" issues of the day, no matter how loudly we argue, the one thing we must never forget is that first and foremost we are ALL Americans together. The ideal is not that we should all agree on every policy, but rather that the game should be played within the rules. The rules are spelled out in the Constitution. When the game is played according to the rules, then the team that wins is the best team. But when those bent on Banana Republic style uniformity of opinion begin to change the rules of the game to favor themselves, we all end up losers. It is clear that the rights guaranteed in the Constitution must be held sacred by all sides if they are not to be lost. This realization coupled with recent incidents involving federal law enforcement agencies apparently has caused nine organizations to come together in a coalition to ask President Clinton to appoint a national commission to review the 53 separate federal agencies having the authority to carry firearms and make arrests. Currently close to 10% of the nation's law enforcement force is made up of federal officers. The ACLU was joined by the NRA-ILA, The Citizens Committee for the Right to Keep and Bear Arms, as well as the Second Amendment Foundation in calling attention to the problem of federal practices leading to serious abuse. Other members of the Coalition were Immigration Law Enforcement Monitoring Project of the American Friends Service Committee, The Independence Institute, International Association for Civilian Oversight of Law Enforcement, National Association of Criminal Defense Lawyers, and the National Legal Aid and Defender Association. The group presented a list of problems that have become evident: -Improper use of deadly force; -Physical and verbal abuse; -Use of para-military and strike force units and tactics without justification; -inadequate investigations of allegations of misconduct; -Use of "no-knock" entrances without justification. -Use of unreliable informants without verification. -Use of "contingency payments" giving incentive to informants to fabricate information. -Entrapment. -Unnecessary inducement of criminal activities as an investigative technique. -Inappropriate and disproportionate use of forfeiture proceedings to obtain financing for law enforcement. -Use of military units and equipment in the course of domestic law enforcement. -Use of immigration laws for non-immigration law enforcement. When CCRKBA public affairs director, John Snyder was asked by the media how these diverse groups came together, he noted that gun groups have always maintained that the Second Amendment is a civil right. He said, "If federal police can take a gun away from a law-abiding average citizen today, tomorrow they'll tell you what you can and cannot do with your computer." Recent cases of abuse cited by the coalition included the killing of Donald Scott by DEA and Los Angeles Sheriff's deputies in the attempt to seize his million dollar ranch, the Weaver abuses and the Waco fiasco. NRA-ILA general counsel Richard Gardiner passed out a lengthy multi-page report on Waco to support the cited abuses. If there is one thing that left and right must agree on, it is that Rights apply to all Americans equally. If Rights are made to exist only for those whose opinions are currently politically popular then in truth, Rights exist for none. LIAR, LIAR... That national spokesman for "gun control" who those of us that believe in the Second Amendment have come to love to debate is seeking new career opportunities. Dewey Stokes, FOP UNION president, is vying for county commissioner Jack Foulk's seat. Foulk has announced that he will not seek re-election this year. Foulk is under close scrutiny due to his leaving the scene of an accident and impersonating a police officer. Charges have been filed in both instances. Foulk allegedly left the scene of an accident and drove to a nearby park, where he allegedly parked his car under some trees. Witnesses of the accident that followed Foulk saw him making phone calls on his car phone. None were to 911. When approached by an off-duty sheriff and other police officers, Foulk identified himself as a "police officer too." During the search of his car, a loaded handgun was found. Due to his having said that he was a "police officer", the gun was returned to him and no charges were filed on weapons violations. Foulk was an "honorary deputy-sheriff" in an adjacent county. He has since resigned his"commission". Since the "alleged incident", Foulk has been under mounting pressure to not run again for Franklin County Commissioner. Enter the dragon, err Stokes. The day after Foulk declared his non-candidacy, Stokes went to the Board of Elections and picked up the needed petitions to run for county commissioner on the republican ticket. Stokes had been a life-long democrat until 1988, when he jumped ship to support George Bush. Stokes has also mailed a resume to all members of the Republican central committee. In this letter he states all of his qualifications to hold a commissioner's seat. He should have saved the paper and stamp. In his resume, Stokes stated that he "creates and administers a budget of approximately two million dollars and maintains responsibility for all general assets and employees for the National Fraternal Order of Police [editor: union], as well as the employees of the Center for Criminal Justice Studies." When last debated on Steve Cannon's 610-WTVN radio talk show, Stokes stated that he had no paid staff to do his research for him as PRO did. (Editor: PRO has no paid staff) In his resume, Stokes proves once again that he is not a truthful person. Franklin County does not need a county commissioner that is full of deceit from the get-go. If you have ever heard Stokes on the radio or tv, you know that he is easily flustered and quickly resorts to personal attacks upon those that he is debating. Most notably are PRO's Dave Buda and Ron Herman. Half the time, he can't even remember who they are until half way through the debate. Our county needs better qualified candidates than a volatile Stokes. One glaring omission in his resume is his education qualifications. Either he omitted them in his letter, or he has none. From rumor, omission and innuendo, the latter is probably true. This is what a county with an operating budget of $147,794,075 does not need. A candidate that is not educated in balancing budgets and closely working with two others as a team player. Stokes is nearing the end of his law enforcement career, he is 52 years old, and is casting around for another job. During the Bush-Clinton campaign, Stokes and the national FOP backed Bush. It was also strongly rumored that he wanted a Marshall's job for the southern area of Ohio. He was under-qualified for this position as well. No college education. He did not receive an appointment. While a formal education is not necessary for success, it is becoming a necessity for our leaders to be as well educated as possible to lead our citizens into the next century. In the many times that Stokes has been on air in Columbus, many of his comments could be identified as "sexist". With Dorothy Teater and Arlene Shoemaker already county commissioners, how would Stokes' sexist attitude fit in with theirs? As FOP union leader, Stokes has been an "I" person. "I" am going to have the FOP endorse the Brady Bill. He never did poll the membership. "I" this and "I" that will not work in a team effort. Hopeful County Commissioner candidate Stokes is not even a real police officer. Out of his 26 years as a paid patrolman (Editor: He is still a beat cop), he has spent 16 years as a union representative. Spending time from at least six of those years in Washington and other cities to which Handgun Control, Inc. wished to purchase airplane tickets. PRO certainly hopes that Stokes' future does not lie in the public arena of politics in Ohio. This year, Ohio has the good chance of replacing Howard Metzenbaum with a lawmaker who will begin to undo the damage that gun-grabber has done. Ohio would be doubly blessed if Stokes would simply retire from public life and become a night security guard for the county animal shelter. This would fulfill his aspirations to work for the county, make anti-gun animal wackos happy and allow law abiding gun owners to relish his obscure footnote in future history books. DATES... You have heard of Handgun Control Inc., right? You know that outfit founded with some others by "retired" CIA employees. The bunch now headed by Jim and Sarah Brady. The ones who have used every last dollar, trick, lie and favor at their disposal (and they have been considerable) to get the "Brady" bill passed. The people who have been saying for as long as we remember, that they aren't against gun ownership, they just want "reasonable" laws to make everyone safe. They just want guns "out of the wrong hands." We have always suspected that the wrong hands were those of the "people" and the "right" hands were those of an all-powerful government. Our suspicions have now been confirmed. A free press and peaceable assembly are Rights now on the "hit" list. A document has surfaced which is purported to be an inside battle plan from HCI. The original pages were said to be stamped "confidential" and it is said they were provided by a "sympathetic" inside HCI staffer (read that pro-gun spy). The language of the document would seem to be that of a pep-talk from top-level HCI planners to mid-level troops. For example they say, "1994 sounds the death knell for the bully tactics of the NRA and the culture of violence in America!!" You can be sure that top-level HCI leadership is well aware that 2000 new members a month with no end in sight is hardly a "death knell" for the NRA. Nevertheless, the document clearly shows gun-grabber thinking which is certain to be reflected in the coming political and media debates regardless of the source of this paper. The document outlines a "five year plan" (Hmmm, now just what system of government is known for these?) as well as a "fifteen year plan". It ticks off a wish list of bans: FIVE YEAR PLAN: 1. "National Licensing of all Handgun purchases. This is at the top of our list... 2. "License for Rifle and Shotguns. We should take our cues from Great Britain. 3. State Licenses for ownership of firearms. 4. "Reduction of the number of guns to require an Arsenal license. ...we suggest strongly that this license limit be reduced to possession greater than 5 guns and 250 rounds of ammunition. 5. "It is not unreasonable to require a yearly fee for an Arsenal license to be at least $300.00, with a cap of $1000.00. 6. "No Arsenal Licensing to be permitted in counties with populations of more than 200,000. 7. "Requirement of Federally Approved Storage Safes for all guns. 8. "Another good revenue source would be mandatory inspection licensing of all safes. 9. "Ban on Manufacturing in counties with a population of more than 200,000. 10. "Banning ... any firearm with a remotely military appearance. ...can eventually be expanded to high powered air guns and "paintball" weapons... 12. "Banning the carrying a firearm anywhere but home or target range or in transit from one to the other. 13. "Banning replacement parts... 14. "Elimination of the Curio Relic list. A gun is a gun. 16. "Eventual Ban of Handgun Possession. This may be closer to reality than many of us think. 17. "Banning of Any ammo that fits military guns (post 1945). 18. "Banning of any quantity of smokeless powder or black powder which would constitute more than the equivalent of 100 rounds of ammunition. 21. "A National License for Ammunition. 22. "Banning or strict licensing of all re-loading components. 26. "Special Licensing of ranges. 28. "Waiting period for rentals on pistol ranges. 29. "Banning Gun Shows. 30. "Banning of military reenactment. 31. "Making unlawful the assembly of more than 4 armed individuals who are not peace officers or military. 32. "Begin to curb hunting on all public lands. 33. "We fully endorse the photographing and fingerprinting of all gun owners ... We think that it would be a good idea to make these records public, so that the communities can have the knowledge of who poses a danger to their community before disaster strikes. 34.
