                      IN THE HOUSE OF REPRESENTATIVES
                              MARCH 11, 1992
Mr. Major Owens of New York introduced the following joint resolution;
which was referred to the Committee on the Judiciary
                  ---------------------------------------
                             JOINT RESOLUTION
Proposing an amendment to the Constitution of the United States repealing
the Second Amendment to the Constitution.

Resolved by the Senate and House of Representatives of the United States of
America in Congress assembled (two-thirds of each House concurring
therein),

That the following article is proposed as an amendment to the Constitution
of the United States, which shall be valid for all intents and purposes as
part of the Constitution when ratified by the legislatures of three-fourths
of the several States within seven years after the date of its submission
for ratification:

                                 "ARTICLE
"The second article of amendment to the Constitution of the United States
is repealed.".

Yes, it's for real.  It was reported in Gun Week.  I sent away for a
copy.  The author, a NY Democrat, stated, "only an uncivilized nation
would allow the ownership of firearms to civilians."

Once again, the manic Left is playing right into our hands.  In typical fashion,
one before one can do anything to unhorse these morons, they fall off the horse
themselves.  This proposed amendment is the best piece of marketing literature
the NRA could ever hope to possess.  The folding glossy brochures that LaPierre
has come up with are excellent, but by introducing this amendment the
gun-grabbers have given us something better than anything we could ever have
hoped to invent.

Take the published copy of the proposed amendment, as published to this list,
and run it through a typesetting/page composition program, to get bold fonts on
the headings, etc. and turn it into an official-looking document (which it is,
really).  Then start handing it out, posting it, and faxing it wherever
necessary.  The effect on gun owners who have been unwilling to this point to
face up to the facts, will be surprising.  And be sure to have an NRA membership
application, preferably with an envelope, in your hand right when you show it to
someone.  In fact, it might not be a bad idea to leave stacks of the printouts
in the literature racks at gun stores and anywhere else you can think of, with
an NRA membership form attached.
