The poster offered to mail copies of the proposed regs for a price. After a few evenings of spare-time effort, I managed to download an on-line copy from the Library of Congress. It wasn't straightforward: it is only available through Federal Depository Libraries, and most of them provide online access only via Telnet, which isn't a convenient way to download large files. I don't remember which site I finally got it from, but if you want to confirm my text, go to http://www.loc.gov (the Library of Congress home page) and you should be able to figure out where the Federal Register is hidden. Sorry my memory isn't better than that, but it was around 3 am a few days ago when I got it. Anyway, the point of this note is that, although the deadline is very near, I thought you might want to add the text to your archive. I couldn't find it there, but I also couldn't find a place to upload stuff using ftp (how about a write-only "uploads" directory?), so I am e-mailing them to you. They are too long to post on f-a. I will send them as two mailings: the first is the announcement of proposed regulations, which merely states that the proposed regulations are the same as the temporary regulations. The second is the text of the temporary regulations. Both of these come from the April 6, 1995 issue of the Federal Register. You will note that the proposed regs are preceded by a bunch of discussion. You can find the actual start of the regs by searching for the phrase "List of Subjects". If you already have a copy on-line, please accept my apologies for the waste of time and disk space. If you don't, I suggest you put them in your archive and announce it on f-a ASAP.
