The association exists to promote the exchange of information and ideas, to study diverse strategies and to foster fellowship. ====================================================================== ##################################################################### ##### BALTICS CONFERENCE REPORT ##################################### ##################################################################### ISIL's 1993 world conference was held in the recently freed Baltic country of Estonia -- a country that is rapidly taking on a fresh look of western prosperity. Tallinn, the capital, is a charming and fascinating town with a beautifully restored medieval old-town section, complete with castles and towers and walls to repel invasions (of which there have been many over the centuries -- by the Danes, the Swedes, the Germans, and most recently the Russians). However, despite the many invasions of foreigners, the people were open and friendly to the crowds of western tourists and the ISIL members there-assembled. ISIL's conference this year was very competently organized by ISIL Rep Roger Wessman of Finland with the able assistance of Priit Joeruut and Juri Kaljundi -- both of Tallinn. Held at the Estonian Management Institute in Tallinn, it was a memorable event which drew attendees from close to 20 different countries -- including all the Baltic states. Also, thanks to a significantly larger number of sponsorships this year by you, our members, many more Central and Eastern Europeans were able to attend and benefit from the extensive dialogue that occurred. The following are but a few highlights of the conference (audio tapes available for most sessions – see ad in this issue). REPORT BY ESTONIAN MEMBER OF PARLIAMENT Aap Neljas, a member of the Estonian parliament, delighted the conference with his call for massive privatization and the establishment of full property rights in Estonia. He stressed his desire to see Estonia develop along the free-market lines of a Singapore or Hong Kong. Following the conference ISIL Pres. Vince Miller, Exec. VP James Elwood, and international financial newsletter guru Harry Schultz enjoyed lunch at the Palace Hotel with Aap Neljas, and Priit Joeruut. Neljas informed us that the Kroon (the Estonia currency unit) had been pegged at 8 to 1 to the Deutschemark and is fully backed by "hard" currency -- including 15% gold reserves. Our advice of course was to increase the percentage of gold reserves. Inflation has been cut from over 1000% a month during the bad old Russian ruble days to less than 1% today. We also discovered that unique among former East bloc countries they now allow foreign ownership of property and the government is currently offering a 2 to 5 year tax exemption on new businesses. Neljas confided that they are also committed to major tax cuts in the coming years. All in all a rather rosy outlook -- particularly for Americans who have been witnessing the devastation of their own economy by an increasingly more Soviet-styled centralized bureaucracy in Washington DC. On other days we met businessmen in Tallinn who had fled the poisoned business environment of North America for greener pastures in the former Communist countries. They seemed very bullish on the future of this Baltic state. Libertarians who visited the Estonian parliament buildings on one of the excursions were delighted to hear that it takes a 2/3 majority to pass a bill -- but only a 1/3 majority to repeal a bill!! As a joke Matti Virtanen, a Finnish journalist who was covering the conference, called for a vote of the 80 some odd libertarians (then seated in the members' seats) on whether to repeal all laws and dissolve the parliament or to retain a few of them. The minarchists prevailed (but only by a small margin). CIVIL LIBERTIES TOO Any questions about how strongly Estonia was headed in a libertarian direction as far as civil liberties are concerned were answered by an article in the Tallinn CITY PAPER. The cover and lead article, entitled "Happy Hookers" started out with the subhead: "What do you do two years after winning the hard-fought battle for independence? Start thinking about making prostitution legal, of course!" In later days we enjoyed lunch in the old-town with Ed Clark and Olari Koresaar, Baltic Regional Administrator for the U.S.-Baltic Foundation. We hope to report on the work of the US-BF in future issues -- but their program of local democracy, free market economics and educational programs in the rule of law, and the promotion of free trade look very promising indeed. DEVOLUTION A very popular seminar was held by former Vermont Republican State Senator John McClaughry. McClaughry is author of The Vermont Papers, an excellent book on local participatory democracy and decentralized power that Frances Kendall claims was a strong influence on her when she wrote "The Heart of the Nation". He spoke on the virtues of local town hall political involvement by ordinary citizens and spoke with pride of his participation as Moderator in town-hall government in Vermont for the last 25 years. The "shires" he proposes for Vermont are structured very much like Swiss cantons and give maximum participation by members of the community (this in an attempt to counteract massive interventions by state and federal governments to wrest decision-making away from people at the grass-roots level). McClaughry also commended Estonia as a good model to follow for Yugoslavia -- particularly the policy of "Cultural Autonomy" they developed during the initial period of independence in the 1920's. Under this structure each ethnic group (Germans, Russians, Swedes, Jews) formed their own government within the state (this was not a partitioning as many of these minorities were interspersed throughout the population). Each minority had representation, raised funds from among their own members for charities and unique cultural pursuits. The Estonian government provided the basic infrastructure -- services such as police, roads, defense. Music to the ears of libertarians. We highly recommend the tape of this session for those interested in studying devolution schemes (see ad in this issue). NEW FREEDOM IN BALTICS ISIL members Virginijus Daukas and Algirdas Degutis were to sponsor a conference on the Free Society in Vilnius, Lithuania just after the Tallinn conference. This event was attended by ISIL Board members Ken Schoolland and Mary Ruwart who were both speakers. Valdis Bluzma of the Latvian Free Market Foundation in his speech told of an experimental free zone being developed in Riga, Latvia. Bluzma's institute reportedly won a government contest to formulate this plan which starts out with a duty-free warehouse complex in a river island near Riga which will also soon include a hotel. Algirdas addressed the group, proudly holding up copies of books that they had already translated and published in Lithuanian: John Locke's "2nd Treatise on Government"; Ludwig von Mises' "Economic Policy (Thoughts for Today and Tomorrow)" and "Bureaucracy"; Murray Rothbard's "What Has The Government Done to Our Money", Frederic Bastiat's "Economic and Political Essays", F.A. Hayek's "The Road to Serfdom"; plus several books of collected essays by various authors. They are now working with ISIL Director Mary Ruwart to publish her book "Healing Our World" in Lithuanian. Ken Schoolland's The Adventures of Jonathan Gullible has also been translated into Lithuanian. $600 from ISIL's translation fund were turned over at Tallinn for the first printing of "Gullible". All in all many very impressive achievements. The groups in Latvia and Lithuania are very hard-core and highly entrepreneurial. They deserve your support (either directly or through ISIL). At the opening banquet Linda Abrams of California started the Tallinn conference off on a very high note with an hour of dramatic readings of the inspirational poems of Berton Braley. Braley, now virtually unknown, wrote heroic poems around the turn of the century about the achievements of entrepreneurs and the glory of technology. They embody just the virtues of romantic literature guaranteed to delight Libertarians and Objectivists alike. These are the poems that Ayn Rand would have written had she been a poet. A book of poems by Braley is scheduled to hit the market in late fall of this year. Later on in the conference Chris Tame of the Libertarian Alliance in London (also ISIL Rep for the UK) followed up on this with a very popular session on "The Politics of Art" (the latter available on tape). DUTCH POLICE INSPECTOR SPEAK OUT AGAINST DRUG WAR A very hard-hitting speech was delivered by Detective Superintendent of Police Tim Bremmers of the Netherlands who spoke on "Legalization of Drugs -- A Dutch Perspective". He described the reasoning of the Dutch authorities in not pursuing a U.S.-styled War on Drugs and called for complete legalization of drugs -- including all hard drugs. Prohibition, he stated, turns a medical problem into a crime problem. (speech available on tape or as a Word Perfect 5.1 word processor file -- DOS). DEBATES ON THE EC Nigel Ashford, Lecturer in Political Science from the UK argued the case for the European Community. This definitely proved to be controversial and, not unexpectedly, generated considerable spirited debate in the question and answer period following his speech – as well as at the workshops. (tapes of both available). AND MUCH MORE There were so many excellent talks that I feel guilty about not going into great detail on all of them but alas, no time and no space. Tibor Machan's lecture on "Two Kinds of Individualism and The Moral Foundations of the Free Market" was voted the best session of the conference by Brian Micklethwait of the British Libertarian Alliance (tape available). Ingemar Nordin, Professor of Philosophy, Sweden spoke on "Enlightenment and Social Engineering". ISIL's European coordinator Hubert Jongen spoke on "A Strategy for Achieving Freedom Tomorrow." Ken Schoolland spoke on "The Dark Side of Japanese Education"; Mary Ruwart on "Government Intervention in Health Care"; Bruce Benson on "Justice Without The State". Yves Montenay, Director of the Institute of Culture, Economics and Management (France) spoke on "How Individual Rights are Solving the World Population Problem". Olli Loukola, Philosopher at the University of Helsinki entitled his speech "Why Stop Here?" and Dame Barbara Shenfield, Chairman of the Women's Royal Voluntary Service, spoke on "Welfare without the Welfare State." Glenn Cripe of the California Business Institute spoke on "Teaching Entrepreneurship". Both speech and workshop available on tape. There was also a movie night with the ever-present "Fountainhead", and new this year was the "Dead Poet's Society" -- now a cult movie among Swedish libertarians. We particularly want to thank Brian Micklethwait of the Libertarian Alliance (UK) for his brilliant, entertaining, witty speech at the closing banquet. It was very inspiring indeed and left everyone with especially positive and warm feelings about their involvement. Thanks for tying the whole package together so nicely, Brian. ##################################################################### ##### LIBERTARIANS MEET IN RUSSIA ################################### ##################################################################### After the ISIL Tallinn conference, forty members of our group set off via night train to St. Petersburg, Russia. This train was somewhat of an adventure for those used to Western standards of luxury accommodations. The coaches were old and dilapidated -- a dirty drab olive color with the old Soviet hammer & sickle emblems on the sides corroded or painted over. The washrooms were indescribable. The stench in them was enough to bring tears to ones eyes. There was a small broom in the washroom in our car comprised of a bunch of twigs tied together with twine. As the train bounced along over horribly maintained tracks, I noted that the crossings were maintained by old peasant women with flags. They operated manual gates -- it looked like a page out of another century. One of our members dubbed the train the "Dr. Zhivago Express". Another of our group scanned the night landscape with infra-red night-vision binoculars he had picked up for a song at a street auction in Tallinn. When we arrived in the early AM at the St. Petersburg train station, we were greeted by a dingy, crumbling vista punctuated by a huge grey "Leningrad" sign which obviously had not been torn down or changed since the city's name was recently changed back to St. Petersburg. The day was brightened by smiling Russian libertarians Dmitrii Costygin and William Milonoff who met us at the platform. We were whisked off to our hotel in a bus emblazoned with bright red Coca Cola advertising. The next day Dmitrii was host for our Ayn Rand "roots" tour of St. Petersburg. He pointed out landmarks from Rand's life and scenes mentioned in the novel "We The Living". A photo in the printed version of this newsletter shows a few of our group in front of Ayn Rand's apartment building. The confused locals must have wondered what was going on with crowds of tourists taking pictures and genuflecting around their non-descript building. They will soon know and will no doubt erect stands to sell copies of Atlas Shrugged before long. Members of our group suggested taking up a collection to purchase a plaque for the building. At dinner that night Dmitrii unveiled the artwork for the covers of the Russian versions of "We The Living", "The Fountainhead" and "Atlas Shrugged". We were told that the first run of the Russian versions of Mary Ruwart's "Healing Our World" and Ken Schoolland's "The Adventures of Jonathan Gullible" in hard cover had filled the distribution channels and that they were waiting anxiously to see how sales went. We brought back a small number of the Russian Jonathan Gullible books. On the evening of our last day in Russia we were addressed by Igor Soshnikov and Vladimir Slavneishev, president and vice president of the Free Democratic Party of Russia. They stated emphatically that their main goal was to establish private property rights in Russia and to work on drafting a new constitution via a constitutional congress. William Milonoff acted as interpreter. The day before, Dmitrii informed us that the Russian government had passed a law making it mandatory for all businesses (including street vendors) to have cash registers, presumably to provide a paper trail for tax collection (do we detect the heavy hand of U.S. IRS trainers here??). I mentioned that I thought that this was the stupidest thing I had ever heard of -- to harass small businesses just struggling to get off the ground in a precariously weak economy. William made the following statement: "Vincent! This is Russia -- not America. Is not police state. No one will obey these laws!" Perhaps it is true as Alan Bock wrote in the last issue of the Freedom Network News that the levers of power in Russia are not connected to anything important. No one seemed to have the slightest trust in government or the banks or any formal institutions and business deals were consummated with a wad of hard currency in one pocket backed up by a gun in the other. Even as we dined in St. Petersburg, drinking Azerbaijan champaigne and superb Georgian red wines, Russia itself was coming unglued under what is jokingly called the "Sinatra Doctrine" (they're going to do it "Their Way"). The Vologda timber-producing region declared independence, followed by Sverdlovsk (the coal-rich homeland of Boris Yeltsin) followed by Irkutia (rich in minerals) and Yakutia (Siberian treasurehouse with deposits of gold, diamonds and oil) -- plus many others, including even the St. Petersburg area itself. It is anyone's guess how this situation might unfold. It could very well turn out to be a Balkanization process that could degenerate into another Yugslavian-type bloodbath. Or perhaps the libertarians will have enough influence to turn it into one happy big free trade zone. A great opportunity for libertarians both in Russia and the growing world ISIL network to influence the course of history.. All in all, like other ISIL conferences, this year's event combined exotic adventure with the warm camaraderie and close atmosphere that made it seem more like a family reunion than a conference. Also, as with past events, it provided a environment out of which we are certain there will emerge even more projects that will lead to the rapid spread of the ideas of liberty. ######################################################################## REPORT ON FREEDOM CONFERENCE IN LITHUANIA By Steve Browne, Brwinow, Poland ######################################################################## The week following the ISIL conference in Tallinn, Estonia there was another conference held in the outskirts of the town of Trakai, near Vilnius, the capital of Lithuania. The conference was sponsored by the Lithuanian Free Market Institute and Club Nuomone ("Opinion" in Lithanian). It was aimed at a broader spectrum of opinion than the more strictly Libertarian convention in Tallinn and had many delegates from classical liberal groups in Sweden, Denmark, and the Netherlands as well as from the Baltic countries. There was also a Russian-speaking group from Belarus. Some sessions were held both in English and Russian and a joint session was held with Anna Ebeling serving as translator. Though not purely a Libertarian gathering, the speaker lineup was heavily loaded with such libertarian luminaries as ISIL Board members Ken Schoolland and Mary Ruwart, and Future of Freedom Foundation Director Richard Ebeling. The end result was that a lot of young intellectuals from the European Liberal tradition got exposed to Libertarian ideas and went home with a lot to think about. NOTE: Steve Browne is now involved in a project to start a new private college in Poland. Miller, President ISIL ##################################################################### No one wins when freedom fails The best men rot in filthy jails And those who cried "Appease, Appease" Are hanged by those they tried to please. For as far back as I can remember, America has been viewed as the "golden city on the hill" -- a shining beacon of liberty and hope for the politically oppressed around the world. Sadly, times have changed and the foundations of America’s great traditions of limited government and individual liberty which made it the envy of the world have been slowly and insidiously crumbling. Indeed in the face of unrelenting criminal usurpations of power by centralized government over past years, the republic now finds itself in a state of extreme danger. The leviathan state in Washington D.C. has become an uncontrollable monstrosity which threatens to reduce the great American experiment in liberty to rubble. Over the past few years we have watched in horror as the Bill of Rights and the sacred institutions that we as Americans have revered for so long have been trampled into the dust by the jackboots of a full-blown fascist police state. Its mounting excesses, which now occur on a daily basis, have become increasingly more brutal and obscene. There are now dozens of state agencies that at any time can legally destroy virtually anyone they please -- for no good reason at all. The rights to due process of law have been crushed by RICO statutes and civil asset forfeiture laws. Armed with this draconian legislation, Federal and State agents have been engaged in an orgy of pillaging and looting and even murder of innocent citizens across the country. Using the War on Drugs as license, billions in assets -- homes, businesses, bank accounts -- have been seized without any charges having been laid. Peoples’ lives are being destroyed and their lives' work stolen while corrupt police and government agency officials sit back and split the loot among themselves. America now has the largest per-capita prison population in the world -- even more than Russia or South Africa -- and most of these people have not harmed anyone, but have failed merely to obey some government edict. The chances of receiving a fair trial are now almost zero. Most people do not get jury trials, and the rest are routinely railroaded into guilty pleas (whether they are guilty or not) by plea-bargaining and the threat of being charged under a number of barbaric and unconstitutional laws. The FDA (Food & Drug Administration) has been smashing down people’s doors and seizing property because of new bans on vitamins(?!) The Bureau of Land Management and the Environmental Protection Agency has been harassing western farmers and ranchers and seizing their properties under the flimsiest of pretexts. We have all witnessed the horror of the Waco massacre in which some 100 men, women and children were murdered by BATF and FBI agents. As the evidence now shows, the Branch Davidians were guilty of no crimes at all. The BATF and FBI, were simply flexing their muscles. Now, the so-called "Justice Department", in a mind-boggling display of arrogance, has called for closure on the Freedom of Information Act and has moved to seal public access to records on Waco indefinitely. Last year BATF agents in Idaho laid siege to Randy Weaver's mountain home, killing his wife, 14-year-old son and a friend. Where is this all going to end? The answer is: it won't. It's getting worse. And the minions of the super-state are becoming bolder and bolder as they become more bloated and crazed with power. As a result of gross political mismanagement the U.S. economy is headed for meltdown -- and fast. We are in a deepening depression and there are no self-correcting mechanisms to alleviate this crisis. It can only get worse as the largest tax increase in the history of the world and massive increases in government programs and regulations, now including nationalized medicine, continue to bludgeon the economy into a state of abject paralysis. Are Americans aware that there are colonies of American businessmen around the world who have fled the U.S. to try to escape the tax and regulatory Hell that is America today? Do they know that former American immigrants are now returning to their homelands in Eastern Europe – even to China and South America – to escape the packs of U.S. bureaucratic predators? Do they know that the U.S. image abroad is that of an ogre, an Orwellian "Big Brother", who demands tax ransom from its citizens who no longer live in the U.S.? No other country taxes its citizens living abroad, but the U.S. will track down its citizens to the ends of the earth to exact its tribute. At home the U.S. socialist welfare state is in the final stages of collapse and a bankrupt federal government, desperate for funds to expand and perpetuate its folly, has resorted to open looting of the citizenry in order to fill its coffers. Particularly pernicious is the practice of browbeating state governments into implementing Washington’s overpriced and failed welfare programs (called federal mandates), while leaving it to the states to raise the money. Don Gorman (Libertarian) of the New Hampshire State legislature told me recently that there isn't a single NH. legislator who isn't thoroughly outraged over federal mandates. Members of State Legislatures across the country look upon these mandates as blackmail by Washington. IT'S TIME TO "JUST SAY NO" Many people across the land have had it with the Nazi-like tactics of the Federal Government. We keep hearing rumblings of revolution -- of arms buildups in Texas and the Southwest. There is seething discontent across the land with strong separatist movements building in Alaska, Texas and Hawaii. There are partitioning movements in California, Kansas/Oklahoma/Texas and Arizona/New Mexico. And the mood of the electorate gets uglier by the day as the rounds of taxes, open looting and terror increase unabated. Adding considerably to the tension are the escalating (almost desperate) attempts by Congress to disarm the people either by direct repeal of the 2nd Amendment or by making end-runs around it (licensing and taxing gun dealers out of existence, selective disarmament, banning of ammunition, etc.). It should be noted that the 2nd Amendment Right to Keep and Bear Arms was not meant to protect the rights of deer hunters to pursue their sport in 1993. It was included by the Founding Fathers to ensure that American citizens would have the means to wage armed revolution if the government became corrupt or tyrannical. Hence, assault rifles with large magazines, while undoubtedly unnecessary for deer hunting, are indispensable to an armed insurrection. The Declaration of Independence clearly states: "That whenever any form of government becomes destructive of these ends [the unalienable rights to life, liberty and the pursuit of happiness], it is the right of the people to alter or to abolish it..." It is clear that the time has come for drastic measures. The present crisis is not one that can be solved by simple fine-tuning or disbanding a few rogue agencies such as the BATF. The present government has become far too corrupt and beholden to vested interests for the citizenry ever to hope of reforming it. Former governor Bruce Babbit of Arizona remarked in recent years that it is long past the time when we should "Dust off the Federalist Papers and renew the debate that began with Jefferson and Hamilton." We agree. The U.S. faces critical structural problems and unless something is done to de-fang the beast in Washington, the whole situation has the potential of eventually degenerating into civil war and the breakup of the nation. The one greatest danger facing Americans is that a breakup of The United States of America could bring about a collapse of civil order not unlike that which occurred with the French Revolution. We saw in the Los Angeles riots that a breakdown of order was used as license by minorities to declare open season on their traditional enemies. The prospects for a Balkanization of America with a Yugoslavian-styled bloodbath are very strong. For this reason libertarians should consider pushing very hard now for sweeping constitutional reforms -- and particularly for a major devolution of power. The States will be our allies in this. Remember Magna Carta. DEVOLUTION: THE SOLUTION If it's any consolation to Americans, theirs is not the only empire to fracture in recent years. As John Naisbitt predicted in "Megatrends" the death of the nation-state has become a global trend nowadays with the U.S.S.R. and now Russia breaking up. Canada faces imminent crack-up with Quebec seceding (with the western provinces soon to follow). Harry Schultz, in his excellent book "On Remaking The World -- Cutting Nations Down to Size", lists dozens of countries in which centralized authority is dissolving. Thus the problems we face are not unique -- and indeed some very good minds have been busy working on solutions. Probably the best known advocates of devolution are our own Leon Louw and Frances Kendall who through their books "South Africa: The Solution", "Let The People Govern" and "Heart of the Nation" (available through Freedom's Forum Books), promoted the Swiss canton model in South Africa. Louw has had major input into the drafting of a new constitution for his country. ISIL member Scott Reid of Canada has written a popular book (inspired by Louw and Kendall) entitled "Canada Remapped" which deals with devolution of power and the partitioning of Canada. In it, he provides excellent background on partitionings (unsuccessful ones such as Northern Ireland and Yugoslavia) and one successful one (Switzerland). Reid, an American Indian, also calls for sovereignty for Indian tribes -- an idea that is gradually becoming a cause celŠbre in the USA. For years the Bureau of Indian Affairs has been treating Indians much like the BATF has begun to treat the rest of us. Another excellent book is "The Vermont Papers" by former State Senator John McClaughry. In it he provides a history of Vermont and the Swiss-styled system of town-hall government that has existed since before the Revolution. It lists in detail how federal and state governments gradually wrested decision-making from the people in order to build their own political empires. Last, but not least is Harry Schultz's book, "On Remaking The World -- Cutting Nations Down to Size. ($19.95 at FFB). Carpe diem! ####################################################################### U.S. Libertarian Party National Convention SALT LAKE CITY REPORT Labor Day Weekend, 1993 ####################################################################### By Jim Elwood As if the Tallinn/St. Petersburg conference and tour wasn't enough for one month, the action continued with the ISIL staff making a very visible appearance at the Libertarian Party national convention in Salt Lake City, Utah over the Labor Day weekend. We manned a large booth at which literature and books from ISIL’s Freedom’s Forum Books were aggressively promoted. The Salt Lake convention was like "old home week" for ISIL veterans Vince Miller and Jim Elwood. It was so much fun to meet very many old friends and make new ones from among the 700 attendees. It was also very heartening to hear so many rave reviews of ISIL's work, especially regarding the pamphlet series -- which continues to sell (on average) by the thousands each week! Vince and I were invited to sit at the head table at the final gala banquet, and received an enthusiastic round of applause from the large crowd when we were introduced. It was the first LP national convention for ISIL assistants Geoffrey Erikson and Tim Starr, who both took good advantage of the chance to meet movement luminaries and to revel in the politicking and partying. Stars of the movement were present in great numbers. Convention organizer Bob Waldrop assembled a powerful "Who's Who" lineup of movement speakers (over 70 in all). Just a few of the notables were Thomas Szasz, Robert Anton Wilson, L. Neil Smith, Mark Skousen, John Hospers and Ron Paul. ISIL President Vince Miller did a session on devolution and secession movements around the U.S.A. and the world. ISIL Director Jarret Wollstein presented evidence of the rising American police state – with emphasis on the horrors of civil asset forfeiture laws. New ISIL director Mary Ruwart made six speeches and participated in panel discussions on libertarian community and health care issues. Don Ernsberger did a marvellous job as MC of the auction-style "Pyramid of Power" fundraiser at the final banquet. This raised $28,000 for the LP. One breakthrough development was that this was the first time for a sitting U.S. Senator to address an LP convention. Utah Republican Senator Orrin Hatch addressed the convention on his "Health Freedom Act" which would substantially limit the power of the Food and Drug Administration to restrict access to vitamin and nutritional supplements. Generally, the audience gave Hatch a warm welcome, but they also let him know when there was disagreement. As always, there was a lot of politicking at the convention. With no presidential elections, the focus was on internal debates over party strategy. This conflict between ideology and pragmatism has occurred off and on over the years, but it came back to the fore after the disappointing 291,000 vote total of the Marrou/Lord campaign last year. A faction called the Committee for a Libertarian Majority (CLM) called for changes that would move the Libertarian Party marketing strategy more into the current mainstream of American politics. The controversial elements of their proposals were the abolition of the non-aggression membership pledge, and the abandonment of the main party platform in favor of a short term issue-oriented program. They also called for narrowing the party mission statement to solely electoral political activity. The proposals were initially passed as a resolution by the National Committee at their meeting in Atlanta in December 1992. Passage of this "Atlanta Statement" set off a firestorm of debate around the party throughout the winter and spring. A group called "Principled Libertarians Endorsing Diversity, Growth and Effectiveness" (PLEDGE) arose to preserve the platform and pledge. The debate became utterly vicious in some quarters, although responsible leaders on both sides agreed on the need for some changes -- such as a more positive benefits-oriented marketing strategy, and agreed to some technical compromises. Most of the party membership sided with PLEDGE on the controversial issues. This was also evidenced in much of the voting at the convention. One of the more bizarre events was the race for chair. A tough job, it had attracted only one major candidate prior to the convention -- sitting Vice-Chair Steve Dasbach, a prominent member of CLM. After PLEDGE leaders failed to find a prominent member who would run for chair, an insurgency developed which put forward a 14-year-old girl, Natalie Lloyd as a protest candidate. She ended up getting about a quarter of the votes for chair, while "None of the Above" also did well. Dasbach won, but by a thin margin. Despite the infighting, it appeared that the party is staying in one piece. Many horror stories of government abuse and harassment of libertarians (and others) helped focus on the real challenges facing the party and the broader libertarian movement. It will be almost three years until the next Libertarian Party convention, since the decision was made to hold the presidential convention in the election year, instead of the year before. This event will be held in Dallas, Texas over the 4th of July weekend, 1996. In the meantime, the best chance for North American libertarians to get together will be at the 1994 ISIL World Convention in Cancun, Mexico -- October, 1994. ###################################################################### POLISH TOWN GOES PRIVATE Free-Market Mayor More Radical Than Thatcher ###################################################################### By RADEK SIKORSKI in Kamien Pomorski 'Mrs Thatcher tried her best to reform the British economy, but we’re more radical here,' says Stefan Oleszczuk, mayor of Kamien Pomorski, a town of 15,000 in north-western Poland. Wearing a black bow-tie, and sitting under a vault in his 15th-century town hall office, the young former grocer holds forth good-naturedly – occasionally tapping a small booklet by Ludwig von Mises, the Austrian precursor of Hayek and Friedman. 'What we need is a capitalist counter-revolution. Socialism, whether of the Bolshevik or the Brussels variety, must be banished,' he says. Kamien’s municipal free-marketeering is in the forefront of Polish economic reforms. Privatisation received a setback recently when the Polish parliament threw out the government's latest plans, but already more Poles work in the private than in the public sector of the economy. The zloty (made convertible in 1990) is relatively firm and, alone in central Europe, Poland last year registered modest growth. In recognition, the IMF last week signed a new agreement with Poland which will provide new credit and boost investor confidence. But what still stifles a fuller recovery is the legacy of communism at the grass roots: confused property rights, slow bureaucratic routines and, above all, officials still instinctively (and determinedly) suspicious of private enterprise. In my own home district of Szubin in western Poland, I have been fighting the local council for three years now for the right to buy a piece of land the size of a tennis court. In Kamien, however, shops are already owned privately rather than leased from the council, and housing is next. The upkeep of council flats has traditionally eaten up between a quarter and a third of the town’s budget, but families will now be able to buy their dwellings for between 50 pounds and 100 pounds -- not much, even here. In most Polish towns, the authorities still try to guide the market’s hand, prescribing which shops should sell what. 'We cannot allow the neighbourhood to have only hi-fi shops and no grocers,' one supposedly pro-market Warsaw politician once insisted. In Kamien, all licences -- including those for the sale of alcohol -- are up for grabs. Even the local Kamien police station has a licence to retail liquor. After an initial outcry, it turned out that illegal drinking dens had vanished and that alcoholism had actually decreased. This is despite the fact that competition has driven down the price of booze. Notary offices, refuse collection and road maintenance have all been contracted out. And while the central government's bureaucracy has grown by 40 per cent in the last three years, Kamien’s council staff has been halved. 'Ideally,' says Oleszczuk, 'there should only be me, my secretary and the nightwatchman.' More controversially, the town's only kindergarten has also been shut. 'There were only three toddlers and 14 staff to look after them,' says the mayor. 'I decided that it would be cheaper to provide individual nannies.' The town saved 20,000 pounds a year. Initial outcry also greeted the withdrawal of subsidies for libraries, sports facilities and cultural activities. 'We are not in the business of skimming the average taxpayer to subsidise the intelligentsia,' says Mr Oleszczuk. 'Those who like culture can pay for it. If we leave their own money in their pockets they’ll be able to afford to do so.' Kamien is the venue of a prestigious international organ music festival. This year, the chairmanship of the organising committee has been put up for auction: bidding will start at pounds 15,000. 'Our ambition is to have the smallest budget possible. A zloty spent by the citizen is 40 per cent more effective than a zloty spent by the council,' argues Mr Oleszczuk. Consequently, Kamien has the lowest local taxes in the region of Szczecin. Yet, even though Mr Oleszczuk’s team inherited a budget deficit in 1990, the accounts now show a surplus. A recent audit showed Kamien spends a higher proportion of its revenue on investment than any other town in the region: a sewage treatment plant is being finished, roads are being recobbled and the modernisation of sewers is under consideration. A few remaining state companies, such as the local milk-processing plant, are going bust, but private business is booming. Hundreds of new small companies are registered in the town each year and economic growth is the highest in the region: 70 per cent last year. Domestic capital is flowing in and a French company is planning to build a hotel and a spa. Kamien is in many ways a typical Polish small town, situated on the banks of an estuary close to the Baltic Sea. Remnants of former prosperity -- a cathedral of Romanesque origins, medieval city walls and the ancient town hall - jostle for space with ugly concrete council blocks. Marks of the 1989 revolution are still visible: a new sign proclaiming Hospital Street has replaced Lenin Street; Dzierzinski Street is now Old Town Street and, perhaps most tellingly, Warynski Street (after a 19th-century Polish communist) has been renamed Bank Street. PETR BECKMANN, 1924-1993 Petr Beckmann died August 3, 1993 at the age of 68. He was born in Prague, Czechoslovakia in 1924 where he lived until he had to flee the Nazis in 1939. During WW-II he served in the Czech squadron of the RAF, 1942-45. After the war he returned to Prague, received a B.Sc. in Electrical Engineering in 1949, a Ph.D. in 1955, and also a D.Sc. from the Czech Academy of Sciences in 1962. In 1963 he was invited to the University of Colorado as a visiting Professor and refused to return behind the Iron Curtain. He became a U.S. citizen, married Irene Muller in 1965, and was appointed a Full Professor of Electrical Engineering. In 1981, he took early retirement with Emeritus status, in order to devote himself fully to the defense of science, technology and free enterprise through his monthly newsletter Access to Energy. He founded the Golem Press in 1967, publishing more than 9 books. These included "The History of Pi", "Einstein Plus 2", and "Health Hazards of Not Going Nuclear". He wrote more than 60 scientific papers and 8 technical books. Dr. Beckmann spoke at I.S.I.L.'s San Francisco Conference in 1990 where he received a standing ovation for his speech in which he attacked "sham environmentalists". His Access to Energy was always hard-hitting and his style, like him, feisty. We loved his attacks on Ralph Nader, his favorite bete noir, as well as the incisive manner in which he demolished environmental frauds. He was a friend and a great fighter and we will miss him. HENRY HAZLITT, 1894-1993 On July 9, 1993 Henry Hazlitt, one of the all-time greats of the libertarian movement died. He was just one year short of reaching his 100th birthday. Back in the early days of the movement, when it was difficult to find adequate introductory-level books on free-market economics, many budding libertarians, myself included, cut our teeth on Henry Hazlitt's remarkable book "Economics in One Lesson". Now a libertarian classic, it has sold a million copies since it was first published in 1946 and it continues to be on our "must" reading list. He also wrote and edited seventeen other books, including "The Failure of the 'New Economics'" and "The Foundations of Morality". "I watched with awe and admiration how Henry Hazlitt . . . never failed to find eloquent words and lucid composition to dwell upon economic subjects. He, more than any other English writer I knew, wrote as the common people speak, but thought as wise men do." Hans F.
